«Balsfjord kommune – eneste arbeidsplassen i verden der du kan ha ni jobber, og likevel ikke ha 100 prosent stilling», skriver André Ulveseter på Twitter, etter at Ballsfjord kommune la ut denne uvanlige stillingsannonsen (bildet).
I en og samme utlysning søker Balsfjord kommune etter 20 deltidsansatte til Balsfjord bo- og servicesenter. De aller fleste utlysningene har en stillingsprosent på rundt elleve til tretten prosent. Det er iJobb som først skriver om dette.
Denne annonsen har blitt delt hyppig i sosiale medier, og har skapt reaksjoner. Trine Kleiven sier at dette er «helt sprøtt» og Tom Colin skriver Balsfjord. «Drømmestedet for dyktige helsefagarbeidere... og matematikere».
Kommunen: – Forutså ikke engasjementet
VG har vært i kontakt med Balsfjord kommune. De var ikke forberedt på den massive responsen.
– Vi forutså ikke det helt store engasjementet for dette, men det er jo en god holdning at folk vil at det skal legges til rette for fulle stillinger. Men nå håper jeg folk er god opplyst om hvorfor det er slik, sier personalrådgiver i Balsfjord kommune, Anita Rognmo Lundhaug, til VG
Hun forklarer at de ikke ser på det som negativt å legge ut så mange deltidsstillinger, til tross for at forskning viser at norske kvinner er på verdenstoppen i å jobbe ufrivillig deltid.
– Vi ønsker som oftest å ansette i full stilling, men erfaring viser at helsestillinger har vært vanskelig å dekke opp. Når dette ikke lar seg gjøre, ser vi det som positivt at ungdom og studenter gis mulighet til å få arbeidspraksis. Vi har i alle år utlyst disse stillingene, den eneste forskjellen nå er at det er så mange små samtidig. Derfor ser det rart ut, sier Lundhaug
Hun forklarer bakgrunnen for den uvanlige utlysningen:
– Det skjedde en turnusforandring i 1989, som nå fører til at det er mange helgestillinger som ikke blir dekt opp. Vi utlyste disse stillingene i samråd med fagforbundene, for å imøtekomme våre fast ansatte. De ønsket ikke å jobbe mer helg.
Lungdhaug forklarer at det er mange som har vært interessert i deltidsstillingene.

– Skjønner at det ser rart ut
De tillitsvalgte har akseptert denne ordningen for å få turnus-kabalen til å gå opp.
– Det har vært noen reaksjoner på den annonsen. Jeg skjønner jo at det ser rart ut, men det er en grunn til at det er gjort slik, sier tillitsvalgt ved enheten, Oddgeir Larsen i Fagforbundet til Østlendingen.
Han sier at å opprette småstillinger er den enkleste måten å løse dette på.

Innlysende at Balsfjord Kommune er en prøveklut for de nye deltidsarbeidsplanene til regjeringen. Mye makt som nå blir flyttet fra kommunene til regjeringsbyråkratene.
Nettopp dette som er forbudt ved lov i ECHR om begrensning av deltidsarbeide som gjør arbeidsplasser og inntekter usikre for annsatte. Deltidsarbeide kan kun benyttes for en periode av 3 mndr. for samme annsatte.

Much power now being shifted from municipalities to government bureaucrats.Precisely this is prohibited by law in ECHR on the limitation of part-time work that makes jobs and income unsafe for employees.
