Starting this summer, the government will test a system in which foreign tourists will be able to verify their identities and buy things at stores using only their fingerprints.
The government hopes to increase the number of foreign tourists by using the system to prevent crime and relieve users from the necessity of carrying cash or credit cards. It aims to realize the system by the 2020 Tokyo Olympic and Paralympic Games.
The experiment will have inbound tourists register their fingerprints and other data, such as credit card information, at airports and elsewhere.
Tourists would then be able to conduct tax exemption procedures and make purchases after verifying their identities by placing two fingers on special devices installed at stores.
The Inns and Hotels Law requires foreign tourists to show their passports when they check into ryokan inns or hotels.
The government plans to substitute fingerprint authentication for that requirement.
A total of 300 souvenir shops, restaurants, hotels and other establishments will participate in the experiment. They are located in areas that are popular among foreign tourists such as Hakone, Kamakura, Yugawara in Kanagawa Prefecture, and Atami in Shizuoka Prefecture.
The government plans to gradually expand the experiment by next spring, to cover areas including tourist sites in the Tohoku region and urban districts in Nagoya.
It hopes to realize the system throughout the country, including Tokyo, by 2020.
Introducing the system is part of the government’s efforts to increase the annual number of foreign tourists to 40 million by 2020.
It is also aiming to demonstrate the country’s advanced technology by having tourists use the system when they visit Japan for the Tokyo Olympics and Paralympics.
Data concerning how and where foreign tourists use the system will be managed by a consultative body led by the government, after the data is converted to anonymous big data.
After analyzing tourists’ movements and their spending habits, the data is expected to be utilized to devise policies on tourism and management strategies for the tourism industry.
However, there are concerns that tourists will be uneasy about providing personal information such as fingerprints.
The experiment will examine issues including how to protect one’s privacy and information management.
Attempts to put similar systems into practical use are under way at a bank and a theme park in Japan.
In October last year, the Huis Ten Bosch theme park in Sasebo, Nagasaki Prefecture, introduced on a trial basis a similar system in which visitors can make payments with just their fingerprints at about 30 stores and restaurants.
An official from the theme park said, “The system has been well received by customers, including those with children, since it saves them the trouble of taking their wallets out.”
By the end of this month at the earliest, Tokyo-based Aeon Bank will become the first bank in Japan to test a system in which customers will be able to withdraw cash from automatic teller machines using only fingerprints for identification and omitting the use of cash cards.
“The system is also superior in the area of security, such as preventing people from impersonating our customers,” an official from the bank said Speech. ----------------------------------------------------

Commentary:
The Panama Papers scandal is all over the news, and has even led to the resignation of Iceland’s prime minister [1]. The leaked documents show how big corporations are getting away with hiding their wealth and dodging taxes in offshore accounts. But tax havens and loopholes are not the only tools the rich and powerful can use to avoid paying their fair share. Our research has shown that multinational companies and their teams of lawyers are using ‘corporate courts’ to sue governments trying to collect taxes from them. This could get much worse very soon. Under trade deals like the Transnational Trade and Investment Partnership (TTIP) multinational corporations could be allowed sue governments if they see their profits threatened. If the deal is agreed, companies could use the so called Investor State Dispute Settlement mechanism (ISDS) to stop governments finding new ways of taxing them.

Perhaps the greatest surprise to emerge in the 2016 Presidential campaign is the depth of degradation to which the Republican National Committee (RNC) will go to maintain its power base. Or perhaps the greatest surprise is the players that have emerged to attack the populist candidate, Donald J. Trump.
Fox News and CNN (not exactly philosophically friendly competitors) are part of the scam. It was no accident that the attack against Trump, sandwiched between two candidates of Cuban heritage during the CNN debate, began just before the Texas primary. Ask yourself one question: To defeat Trump, what was the most important objective the CNN debate needed to achieve? Remember, it occurred in Houston just hours before the Texas primary. It was critical that Cruz defeat Trump in his home state. Thus the vicious attack against Trump began there and Cruz, as required, won his home state..
The next critical “Defeat Trump” event the RNC needed to surreptitiously implement to prevent any candidate from getting the required number of delegates to get the nomination on the first ballot was to be effectively attack and disparage Trump before the March 5th primaries and caucuses.
What strategy was used to make anti-establishment populist candidate, Donald Trump, look non-electable? It was a two-pronged attack: First, Mitt Romney and second the Fox debate fix. Fix? You bet!
First, the former losing Presidential candidate from 2012, the Mormon candidate from Utah, Mitt Romney, made his appearance. I mention Romney’s Mormon religious preference only because most Evangelical Christians call Mormonism a “cult” and they represent a significant number in the conservative movement. How did Romney’s comments impact conservative Evangelical Christians who frequently favor Ted Cruz?
Romney made his televised appearance from the Hinkley Institute at the University of Utah, established in 1965. Hinkley Institute is definitely establishment. Some who have given presentations there include Senator John McCain, political activist Ralph Nader, Karl Rove, former Democrat Senate Majority Leader Harry Reid, and actor/political activist Robert Redford.
Seeing the name "Hinkley Institute" on the blue background behind Mitt Romney gave me the chills. You remember the name Hinkley, don’t you? A young man named John W. Hinkley attempted to assassinate President Ronald Reagan. The Hinkley family was a good friend with then-Vice President George H.W. Bush. I can find no data on the Internet that ties Hinkley Institute to John Hinkley's family... and I find nothing that disassociates him, either.
President Ronald Reagan was another “outsider” non-establishment political candidate who was hated by the RNC (which forced George H.W. Bush on him as his vice presidential candidate).
Solving mysteries as they appear before your eyes requires insight into historic events that are tied in some way to current events.
So we have Romney, the guy who did not release his tax returns until six weeks prior to the 2012 election, on national television from the Hinkley Institute demanding that Trump immediately release his tax returns. Under the circumstances – circumstances based on his own behavior four years ago – was this a reasonable request? No, it was not. People had been demanding for months that Romney release his tax returns and he was not being audited. He did not have tax lawyer telling him to not release his returns because of that audit as is the case with Donald Trump.
Romney did have numerous rumors of hidden bank accounts in Caribbean offshore island accounts floating around... an issue with which he never dealt. This demand by Romney was not only unreasonable, it was evil and based on lies. He reminded me of the Wizard of Oz who when the curtains are opened is nothing more than a puppet doing the bidding of his masters.
Romney, the guy whose business experience at Bain Capital includes a 22 percent failure rate on his investments, felt that qualified him to make negative comments about Donald Trump’s skills as a business leader? Please!
Trump, who with his 35 years of investing experience has completed thousands of successful ventures internationally has had only a handful of failed businesses. To mention the failures without mentioning his own failures, without mentioning the thousands of successes, was disingenuous. His lack of success as a venture capitalist didn’t prevent Mitt Romney from denigrating Trump’s handful of failures. Romney isn’t even qualified to shine Donald Trump’s shoes in the world of venture capital investing.
So why would Mitt Romney go on national television and make statements that make him look like a business idiot who deserved his 22 percent failure rate at Bain Capital?
At the moment when Romney put on his performance at the Hinkley Institute – and it was a performance, complete with television prompters – it became apparent that the RNC was manipulating things behind the scenes to set up a brokered Republican National Convention... a convention in which no candidate has the required 1,237 votes to get the nomination on the first ballot. After the first ballot, delegates are free to vote for whomever they choose (and the State Republican Parties who are supported by the RNC selects the voting delegates).
Fox News became an accessory to the RNC’s brokered convention strategy at its March 3rd debate in Detroit. First, though Fox News talking heads have been patting themselves on the back for their wonderful performances, this was not a debate. It was a planned dog fight with little difference in the way it was presented and the dog fights for which pro football player Michael Vick got sent to prison.
Look at the way the stage was set up. Look at the “let’s have a dog fight” questions that were asked.
As long as there were five candidates, it made sense for Donald Trump, as the leading candidate, to be in the middle of all participants on stage. When Dr. Ben Carson withdrew from the race, the proper alignment should have been left-to-right: Donald Trump; Ted Cruz; Marco Rubio; and in fourth position, John Kasich. But to make Donald Trump the cheese in a Cruz/Rubio enchilada, Trump had to be placed on stage between the two.
John Kasich said it all in one sentence he uttered: “I’m beginning to feel like the only adult on this stage.”
The RNC intended for Kasich to look like the most reasonable, well-informed, calmest and experienced candidate on the debate stage.
Does that mean the RNC favors Kasich? Possibly... we need to bear in mind that when Kasich references being part of the Reagan team, he was also part of then-Vice President George H.W. Bush’s team because Vice President Bush became very active in running the administration after President Ronald Reagan was shot by John W. Hinkley. So does the adult on the stage represent the ideals of Ronald Reagan? Or does he prefer the ideals of George H.W. Bush? Is he just another establishment shill who supports maintaining the current power base that Donald Trump so threatens? We’ll see. It’s a deep, dark hole.
To solve a mystery, you must be able to find the real motive behind the actions of the perpetrators of the crime or the game being played. It is clear the RNC wants a brokered convention. They want to get Trump at any cost... even the cost of giving the election to Hillary Clinton. They are using Marco Rubio and Ted Cruz to make John Kasich look like the only reasonable alternative.
It is doubtful that Cruz and Rubio are aware of how they are being used, but it certainly appears that is what’s happening. It is also apparent that, at the moment, John Kasich benefits from the antics of Cruz and Rubio, neither of whom the RNC wants as President – though Rubio is more “establishment” than is Cruz (who, as Trump says, is a provable liar).
Keep in mind what happens at a brokered convention... which is the RNC’s core motive. They want a brokered convention. To get it, they must stop Trump whose popularity they sorely miscalculated until, surprise of surprises, Trump was storming towards a victory unforeseen by the RNC and it became desperate.
They discredit Trump via lies and misrepresentations – from Mitt Romney’s pretense of concerned citizen to the Cruz and Rubio attacks. Cruz and Rubio end up looking unqualified to be President because they are not acting presidential. Rather, they are acting like dogs in a dog fight. Kasich appears to benefit from the behavior of the two Latino candidates.
As a result, no one ends up getting the required 1,237 votes at the National Convention on the first ballot. After that first ballot, most candidates are free to vote for whichever candidate they choose – and who knows whose names might be submitted as late comer delegates?
Maybe the name will be Paul Ryan – it could even be Jeb Bush. It can be any name the RNC wants as the Republican candidate.
Please keep all of the above in mind and ask yourself what your objective is. If you want a candidate for President who will upset the political power apple cart in Washington, be prepared for hearing lie after lie about your candidate, Donald Trump. If you want a candidate for President who is no threat to the establishment power base at the RNC and throughout Congress and our courts, the RNC is ready, willing and able to provide you with that candidate.

This election is all about Globalism vs Freedom and independence for America as a sovereign nation. The elite (globalists) wanted Jeb Bush as the GOP candidate and Hillary Clinton as the DNC candidate. Both serve the Globalist Masters aka The New World Order. Well, then came Donald Trump, he threw a big monkey wrench in their Global Utopia plans.
The reason the establishment doesn't want Trump (regardless of what you think of his personality) is because he can't be bought or controlled. They don't own him.
The reason Mitt Romney disappeared 30 days before the last election 3 years ago is because it was all for show. He had no intention of winning. The Globalists wanted Obama to be the winner. They needed a president to bring America down on a fast track, with a Republican in the White House it would have been much too slow. The world has to go in the same direction at the same time as Europe. America is different. American’s are not as easily fooled as the Europeans. Look, they still haven't accomplished the North American Union, (that's merging Canada, the United States and Mexico into one country) same as the European Union.
Now Romney is considering throwing his hat into the race again. Why? He has no intention of being the president, it's all for show again. Hillary is their last hope to keep globalism alive. (That's why she's not prosecuted for her e-mail scandal). They are scared stiff of Mr. Trump because he's the only one that can destroy Hillary and win. With Trump as president the NWO is finished, and they know it!
This brings me back to Jeb and Hillary. If they were the nominee, America would of been checkmated no matter who would of won in the general election, the globalists would of won with either candidate.

Immediate access for all humanitarian organisations in all areas involved in the conflict to bring aid and assistance to worn out civilians, a commitment on the part of the international community in the peace negotiations, involving all parties in question, protection of the rights of ethnic and religious minorities to build a plural society in which everyone’s rights are respected, the return of refugees and internally displaced peopled as an “essential condition for reconciliation” and the sustainability of a peace process. These are some of the key points in the Holy See’s proposal for the solution of the Syrian crisis.
Last 15 March, which marked the fifth anniversary of the Syrian civil war, Mgr. Richard Ghyra, Chargé d’affaires of the Permanent Mission of the Holy See to the United Nations in Geneva, delivered an address at the 31st session of the Human Rights Council, which focused on Syria. Crucially, the Holy See, which was the first of the world’s major institutions to speak, posed the question of the return home of the millions of Syrian refugees and displaced people (a total of approximately 11,5 million people according to recent figures released by the UN, split into 5 million refugees and 5,5 million internally displaced people; of the former, 4,8 million people approximately are in neighboring countries – Turkey is hosting most of them – and in Jordan, Lebanon, Egypt, Iraq and North Africa; 130 thousand approx. are in Europe). This is a crucial aspect which the Holy See links to the issue of respect for ethnic and religious minorities, in other words the creation of a pluralistic, open and well-structured state that recognize everyone’s rights, essentially the opposite of an “ethnic state”.
“A crucial dimension for reaching a sustainable solution in the peace building process is respect for a pluralistic society where ethnic, linguistic or religious minorities have their place as full members of society and the Syrian State,” said the Vatican representative in Geneva. He added: “The survival and the well-being of the aforesaid minorities is the guarantee of a democratic State, respectful of differences.” “In fact, the recognition of their rights does not weaken in any way the State, on the contrary, it enriches and strengthens it. In this sense, the return of refugees and IDPs is an essential condition for reconciliation, reconstruction and sustainability of any solution of the conflict.”
Mgr. Ghyra highlighted the need, previously accentuated by the Holy See, to “begin immediately the delivery of humanitarian assistance to the population in need and to remove all obstacles so that humanitarian organizations can have access to all areas. Without the protection of civilians and their human rights there cannot be a just political solution.” On the fifth anniversary of the start of the Syrian civil war, the UN has published detailed figures on the catastrophic humanitarian situation there, which set the death toll at at least 290 thousand, although the most recent estimates given also by New York Times sources, speak of 470 thousand deaths.
The figures published in recent days are shocking. According to the UN, around 13,5 million people are in need of assistance, including 6,5 million displaced people; more than three in four Syrians live in poverty and 67% of them in extreme poverty. More than 2,1 million children do not go to school and over 5,000 school buildings are unfit for use. In February 2016, the report explains referring to UNICEF data this time, 10% of Syrian children seeking refuge in Egypt, 39% of those in Iraq, 14% of those in Jordan, 49% of those in Lebanon and 61% of those in Turkey had no access to education. In the region as a whole, almost 700 thousand Syrian children aged between 5 and 17 are excluded from any form of school education whatsoever. One in three people – 6,3 million – are exposed to food insecurity. In October 2015, 2,4 million people were at high risk of food insecurity. Other striking figures show that 2,4 million people suffer as a result of a lack of adequate housing, more than 11 million people require medical assistance, including 25 thousand people who are wounded each month. The economic situation is also disastrous: four in five Syrians live in poverty, since the rise of the crisis, the average life expectancy has dropped by about 20 years and one in four children risks developing a mental health disorder. Most hospitals and homes have been reduced to rubble. Although the international community is pouring enormous sums of money into Syria in an attempt to stem the crisis, there are still insufficient resources.
The Holy See has also emphasized another dark aspect of the Syrian conflict and that is the lack of respect for international human rights: “Crimes against humanity are frequent and unpunished; intentional attacks against the civilian population are daily,” Ghyra said. In recent days, other reports have stated that at least 1,500 victims of attacks carried out using chemical weapons produced during the conflict and used by both government forces and rebels. Unjustified arrests, tortures, religious persecution and beheading are among the dark chapters of this tragedy which Christian communities have also fallen victim to. However, according to the UN, up until 6 September 2015, 67,651 abductions took place over the previous four years. A report on disappearances in Syria (“Gone without a Trace: Victims of Forced Disappearance in Syria”), jointly issued by the Syrian Network for Human Rights, London, and Euro-Mediterranean Human Rights Monitor, Geneva on 30 August, claims government forces are responsible for about 96% of all documented disappearances.
Finally, the Holy See emphasized that “in the process of reconciliation and peace building the inclusion of all parties is necessary”. As such, the resumption of negotiations, the announced withdrawal of Russian forces and the first feeble ceasefires that came into force, still offer a glimmer of hope which is nevertheless vital in putting an end to the violence. This was also the opinion expressed by the Vatican Secretary of State, Cardinal Pietro Parolin.

The Coudenhove-Kalergi Prize goes to President Van Rompuy
On November 16th 2012, the President of the European Council, Herman Van Rompuy, was awarded the Coudenhove-Kalergi Prize, during a special conference in Vienna, to celebrate the 90 years of the pan-European movement. The prize is awarded every two years to leading personalities for their outstanding contribution to the process of European integration.
A decisive factor that helped him win the prize was the balanced way in which President Van Rompuy executed his duties in the new position of President of the European Council, which was established by the Treaty of Lisbon. He handled this particularly sensitive leading and coordinating role with a spirit of determination and reconciliation, while emphasis was also given to his skilful arbitration on European affairs and unfailing commitment to European moral values.
During his speech, Mr Van Rompuy described the unification of Europe as a peace project. This idea, which was also the objective of the work of Coudenhove-Kalergi, after 90 years is still important. The award bears the name of Count Richard Nicolaus von Coudenhove-Kalergi (1894-1972), philosopher, diplomat, publisher and founder of the Pan-European Movement (1923). Coudenhove-Kalergi was the pioneer of European integration and popularized the idea of a federal Europe with his work.
Among the winners of the award, the Federal Chancellor of Germany Angela Merkel (2010) and the President of Latvia Vaira Vike-Freiberga (2006), are included.

Den amerikanske investoren og forfatteren Robert Kiyosaki har skrevet en rekke bøker om penger og finans.
Et av hans mest populære verk, Rich Dad's Prophecy, ble gitt ut i 2002. Der spådde Kiyosaki at året 2016 kom til å by på det største markedskrasjet i historien.
Amerikaneren mente krasjet kommer til å få større effekt på økonomien enn noen tidligere kriser, inkludert finanskrisen i 2009.

Ifølge Kiyosaki er det kombinasjonen av demografi og svak økonomi i flere av de største landene i verden som vil gjøre finanskrisen uunngåelig.
Store pensjonsutbetalinger
I boken skriver Kiyosaki at det amerikanske aksjemarkedet kom til å krasje i 2016, blant annet som følge av det enorme antallet mennesker som forventes å gå ut i pensjon i løpet av året.
Ifølge Kiyosaki ville det bli vanskelig for det amerikanske markedet å holde tritt med antallet pensjonsutbetalinger som er forventet. Det ville resultere i problemer for dem som var på vei over til pensjonisttilværelsen.

Ifølge tall fra US Census Bureau ble det født rundt 76 millioner mennesker mellom 1946 og 1964 i USA. Det betyr at det er en stor andel av disse som vil fylle 70 i år og i løpet av de neste få årene.
Kina forverrer situasjonen
Videre i intervjuet med Marketwatch sier Kiyosaki at situasjonen for økonomiene rundt om i verden også har en stor effekt på det amerikanske markedet. Han mener land som Kina gjør situasjonen verre.
– Kina har vært i en boble de siste 20 årene. Når Kina slutter å importere, krasjer resten av verden med dem.
I tillegg mener Kiyosaki at et av de største problemene i 2016 er at investorene ikke vet hvor de skal plassere pengene sine.

– Renteinntekter på sparepenger er omtrent ikke-eksisterende, og det er vanskelig å tjene penger på aksjer fordi aksjeprisene er rekordhøye, sa Kiyosaki til Marketwatch.
I 2002 anbefalte han å investere i gull og sølv, og mente at det var noe av det tryggeste investorer kunne gjøre. 14 år senere mener han fremdeles at det er penger å tjene på metallene.
Oljebremsen er en faktor
I intervjuet med Marketwatch trekker Kiyosaki oljebremsen inn som nok en faktor som kan bidra til at finansmarkedene kan kollapse.
Oljebremsen har herjet med flere økonomier verden rundt, også her på hjemmebane hvor mange tusen jobber har forsvunnet på relativt kort tid som følge av lav oljepris og etterspørsel i markedet.

Videre har Kiyosaki spådd at land som Australia og Canada vil bli rammet av krisen først, og at de vil dra resten av økonomiene i verden med seg.
Kiyosaki har gjort stor suksess både som forretningsmann og forfatter i USA. Han har skrevet en rekke bøker, blant annet sammen med Donald Trump. I 2012 beregnet Forbes at han var verdt rundt 80 millioner dollar.

- Sjefen for Bank of England, Mark Carney, hevder at sentralbankene i store vestlige land kjemper en «alles kamp mot alle» når de bruker negativ rente for å stimulere veksten i eget land. Hvorfor skjer dette?

Når flere får høy gjeld, tør ikke sentralbankene å øke renten
- Det henger sammen med krisen i 2008. De underliggende problemene som forårsaket den, er ikke løst. Gjelden hadde i 2008 økt til et ikke bærekraftig nivå, etter en lang periode med lave renter. Etter 2008 har sentralbanker presset renten ned og trykket penger for å skape vekst, og svekke valutakursen. Samtidig økte politikerne statsgjelden for å stimulere til ny vekst. I dag er man kommet til veis ende.

- På hvilken måte?
- Statsgjelden i mange land er så stor og renten er allerede senket ned mot eller under null. Det har vært et slags svarteperspill, der valutakursen ble svekket, først i USA, så i England, Japan og Europa. Da USA i fjor sluttet å trykke mer penger, ble landets valuta så sterk at det rammer veksten i landet. Alle de renteøkninger som sentralbanken Federal Reserve så for seg, kommer ikke fordi valutaen er blitt for sterk. Men ved å svekke valutakursen flyttes problemet til andre land og hjelper bare inntil sentralbanker i andre land svekker sine valutaer enda mer.
- Gjelder dette også Norge?
- Også Norge er sårbar. Etter oljeprisfallet har fastlandsøkonomien fått hjelp av en svak valutakurs. Når andre land svekker sin valuta, må Norges Bank være enda mer aggressiv ved enten å trykke mer penger eller senke renten under null.

Norges Bank kuttet renten to ganger i fjor til 0,75 prosent. Er det sannsynlig at også Norge innfører negativ rente?
- Jeg tror de stopper ved nullstreken. Men i sine alternative scenarier for den langsiktige utviklingen sier de at de vil senke renten til negativ om veksten blir veldig svak. Dermed sender de et veldig signal til valutamarkedet at også vi vil være med på leken.
- Carney sa under G20-møtet i Shanghai forrige helg at det verden er vitne til, er til syvende og sist et «nullsumspill». Hva mener han?
- Valutakurser måles mot hverandre. Når et land svekker sin valuta, må valutaen i et annet land styrkes. Dette vil sentralbankene bare akseptere til en viss grense. Sveits og Japan har aktivt svekket valutakursen for å få opp veksten. Sverige har senket den allerede negative renten flere ganger.

Hvilke virkninger har dette?
- Felles for dem er at de stimulerer veksten på kort sikt, mens gjelden og boligprisene fortsetter å vokse. De lever på forskudd og skyver problemene foran seg. Vekstmodellen frem mot finanskrisen i 2008 var gjeldsbasert. Denne modellen får mindre og mindre effekt når gjelden øker ytterligere. På toppen kommer den aldrende befolkningen i Japan, EU, USA og Kina som bidrar til å bremse veksten.
- Hva betyr det?
- Det betyr at befolkningsveksten skjer i folkerike, fattige utviklingsland. Dette bidrar ytterligere som pushfaktor til utvandring. Verdens befolkning er ventet å øke med 3 milliarder de nærmeste årene. Det er så mange at det nesten ikke er mulig å forestille seg. I mellomtiden har flere land brukt opp virkemidlene med lav rente, svekket valutakurs og stor gjeld for å få opp veksten. De må erkjenne at denne veksten ikke kommer tilbake. Veksten i USA ser ikke særlig sprek ut og det er også fare for en mye svakere vekst i Kina. Disse to landene har vært de store vekstmotorene de senere årene. Derfor får det som skjer nå, negativ smitteeffekt til andre land. -------------------------------------------------------
